The Sahelian Drone Proliferation: How Low-Cost Aerial Tech Is Reshaping Conflict in the Sahel
The rapid spread of low-cost aerial technology is altering the character of conflict across the central Sahel, but not in the way it is often portrayed. The conflict was already one of Africa’s most complex security crises. Affordable aerial technology has not replaced its structural drivers; it has changed how they interact on the battlefield, reducing traditional military advantages by giving both state forces and non-state armed groups new reconnaissance and strike capabilities.

The Sahel is witnessing a new form of aerial competition. Governments continue to retain conventional military superiority, yet insurgents like JNIM and IS-Sahel have acquired enough low-cost aerial capability to complicate operations and make decisive victories more difficult. The result is not a technological revolution that determines the outcome of the war, but an evolution in how the war is fought.
Government Strategy: Drones as Instruments of Sovereignty
For the governments of Mali, Burkina Faso and Niger, expanding drone capabilities forms part of a broader effort to restore state authority and improve territorial security. Since establishing the Alliance of Sahel States (AES), the three governments have presented deeper military integration, intelligence cooperation and joint operations as essential to defending sovereignty and combating terrorism. The creation of a unified regional force has been described by AES leaders as a mechanism to strengthen collective defence. This strategy has been accompanied by significant investment in unmanned aerial systems. Russia’s Africa crops, together with bilateral military assistance from Moscow, has provided training and security support to the AES governments. Other reporting also shows that the three governments have expanded their acquisition of Turkish Bayraktar platforms to improve surveillance over vast territories and increase precision-strike capabilities.
These investments address a longstanding operational challenge. The central Sahel covers enormous distances where permanent deployment of conventional forces is financially and logistically difficult. Here, aerial technology provides persistent surveillance over areas that would otherwise require extensive patrols or costly manned aircraft. But these capabilities should not be interpreted as a decisive military advantage. They significantly extend operational reach yet cannot substitute for reliable human intelligence and sustained state presence on the ground.
ACLED data show that civilian casualties in the central Sahel have continued to rise as insurgent groups expand their use of aerial systems. JNIM in particular has combined ground assaults with an increasing number of drone-delivered explosive attacks since late 2023, while state drone strikes have also intensified.
Why the Sahel
The central Sahel combines vast and sparsely governed territory, highly mobile insurgent networks, thousands of kilometers of porous borders, limited state presence outside major urban centers, and rapidly expanding access to commercial aerial technology. According to the International Crisis Group, these structural conditions continue to shape the trajectory of the conflict far more than any individual military capability. A commercial quadcopter capable of observing troop movements over remote terrain produces far greater operational value in northern Mali or eastern Burkina Faso than it would in a densely governed environment. The Emergence of a Two-Tier Aerial ‘Battlespace’

A decade ago, insurgent groups relied primarily on human scouts and incomplete intelligence. Insurgents have acquired enough affordable technology to complicate operations and reduce the likelihood of quick victories from the government.
Furthermore, the evolving instability in Mali, Burkina Faso and Niger poses an increasing threat to coastal West African states. The concern is not that drones themselves are spreading instability, but that they enhance the mobility of groups already operating across porous frontiers. To the south lie Benin, Togo, Ghana and Côte d’Ivoire, whose economies depend on secure transport corridors and investor confidence.
This insurgent activity has placed growing pressure on the northern frontiers of these coastal states. Commercial aerial technology acts as a force multiplier within a conflict that has become increasingly regional.
ECOWAS has consistently maintained that terrorism cannot be effectively contained through isolated national responses, emphasizing instead the necessity of strengthened regional security cooperation. However, progress has been constrained by strained relations with the Alliance of Sahel States (AES), stemming from disputes over sovereignty, the mutual non-recognition of political legitimacy, and divergent approaches to external military partnerships. Similarly, the United Nations has underscored the importance of sustained regional dialogue to address the persistent security challenges facing West Africa and the Sahel.
Experience across the region has demonstrated that military operations alone are insufficient to achieve lasting security. Without parallel improvements in governance, the protection of civilians, and sustained cross-border cooperation, tactical military gains have repeatedly proven difficult to consolidate into durable peace and stability.
